The Mayor, Horst Frank, FGL, was born in 1949 in Constance. He gained his Abitur (upper school leaving certificate) at the Heinrich-Suso Grammar School. Later he studied law in Freiburg and Munich. He completed the 1st and 2nd state examinations successfully at the University of Munich. Since 1985, has practised as a lawyer in Constance and since 1995 in Erfurt. In July 1996 he was elected as mayor of the city of Constance.
